Table of Contents

Layar Indonesiana 2025 comes amid the increasingly dynamic Indonesian short movie industry as a strategic initiative of the Directorate of Film, Music, and Arts, providing a space for incubating ideas, a laboratory for creativity, and a bridge for collaboration—from transparent proposal selection, a series of script development and production preparation workshops, to funding and distribution support—to cultivate locally rooted narratives and strengthen the national filmmakers’ ecosystem. Here’s the detailed information for you!

Cultivating Narratives from Cultural Roots

Under the hashtag “Narrative Exploration,” Layar Indonesiana 2025 encourages filmmakers to delve into stories rooted in local culture and wisdom. Each project—whether original or adapted—must be a 15–20 minute fiction film, with proof of copyright ownership if required. Rather than merely showcasing visual style, the program challenges filmmakers to weave strong, subtle narratives that leave a lasting impression.

Who is involved?

This program is open to all Indonesian citizens residing in the country. Registration can be done by individuals or official film communities. However, only those who already have a track record of producing short fiction films are eligible for the initial selection—an indication that Layar Indonesiana prioritizes professionalism and long-term commitment.

Prospective participants must submit a complete proposal that includes:

  • Logline: A one-sentence summary of the story’s core.
  • Synopsis: A concise yet detailed description outlining the main plot.
  • Director & Producer Notes: Creative vision and production strategy.
  • Visual References: Examples of cinematographic style or mood boards.
  • Production & Distribution Plan: Shooting schedule, budget, and release targets.

Those who pass the administrative selection must also submit additional documents such as a letter of originality and an integrity pact.

Staged Selection Process

Registration is open until July 6, 2025, followed by three curation phases:

  1. Initial Selection
The selection committee screens the top 50 proposals based on document completeness and thematic relevance.
  2. In-Depth Curation
rom the 50 proposals, the curatorial team selects 20 finalists that meet the criteria: thematic relevance, production feasibility, and narrative depth.
  3. Pitching & Final Selection
    • Workshop “How to Pitch?”
Finalists participate in an online training session with international speakers, equipping them with techniques for presenting ideas clearly and persuasively.
    • Pitching Before the Jury
Each team presents their concept. As a result, 10 projects are selected to receive funding and mentoring.

Passing this stage grants each team the right to Rp 80,000,000 (excluding taxes) plus comprehensive guidance until the film is completed.

Incubation to Production Process

The ten selected teams enter an intensive incubation phase, consisting of two workshop series:

  • Script Development (Online)
Focuses on character development, dialogue, and story structure.
  • Production Preparation (In-Person in Jakarta, 5 Days)
Modules cover location management, lighting, budgeting, and on-site crew management.

The three main pillars—producer, director, and writer—participate throughout the entire process, ensuring harmonious and effective collaboration. This process is designed to stimulate team synergy and refine both creative and technical aspects.

After the workshop, the team carries out filming and post-production. The final deadline for completing the film is October 31, 2025. Although the works are entirely owned by their creators, the Ministry of Culture obtains non-commercial rights, allowing these films to be distributed for educational and artistic outreach purposes.

More Than a Competition: A Space for Dialogue and Social Impact

Layar Indonesiana 2025 is not merely about determining who is the best, but about opening up a space for discussion between:

  • State & Citizens
providing structural support while listening to the creative aspirations of filmmakers.
  • Community & Audience
bringing together ideas, mediums, and film enthusiasts in an interactive ecosystem.
  • Concept & Implementation
bridging conceptual skills with technical production expertise.

With rigorous yet supportive curation, and facilitation encompassing funding to distribution, Layar Indonesiana reaffirms the state’s commitment to the sustainability of Indonesian short moviemaking. This program also encourages national cinema to boldly explore local issues, remain relevant to contemporary developments, and create lasting cultural impact.

Through Layar Indonesiana 2025, every story has the potential to evolve from a simple idea into a richly meaningful audio-visual work. This program encourages Indonesian filmmakers to continue innovating, deepen their cultural roots, and weave together the nation’s narrative once again.
